I'm glad you enjoyed it - I've got a lot of sympathy for anyone with a dull job.

*rubs hands together* I've been hoping someone would pull me up on that. I put a fair bit of thought into the wizarding transportation network, and I'm not going to refuse the opportunity to show it off. The congestion charge for cars is very recent, yes, but the congestion charge for chimneys would have been needed much sooner (who says all the ideas have to go from Muggles to wizards and not vice versa?). The wizarding population has declined as the Muggle population of London has gone up, but the main sources of wizarding employment (that we've seen) are all contained in a very small area, and so in a very small number of chimneys. Private chimneys are going to be smaller than the big public floos, and therefore have less capacity. In order to avoid people stacking up inside chimneys, a congestion charge seems a logical way to encourage people onto the public network. I did think about changing the name, but the Muggle term seeming fitting. ^_^
